UNITED NATIONS,Jun 8(IPS)-The world's biggest military spenders lastyear were countries which were either permanent members of theSecurity Council or aspiring to hold that privileged rank,according to the latest figures released Monday by the StockholmInternational Peace Research Institute (SIPRI).
